Her story is sad. She was dumped with her brother and sister at a boat ramp on a 30 degree night. (There were witnesses.) But we know her life moving forward will be full of comfort and love! Chloe is 4-5 mos old and could be adopted with her sister Ellie, or her brother Pete, or alone.
